Councilman scott matas simply
took highlighter to budget
paper and discovered a sudden
treasure, money for parks
and recreation previously unknown.
The amount: a staggering
$1.5 million dollars “in
the bank” and with a mandate
to be spent this year.
“i felt both excited and upset,”
matas said at a Thursday
evening meeting of the parks
& recreation Committee he
formed as a committee of the
city council. The amount was
“lost” during the transition of
a new city manager, new city
council and a city that is understaffed,
all causing matas
consternation.
apparently no one at city
hall was aware of the fund
bankrolled but lost in the budget.
about $140,000.00 must
be spent immediately or it will
be returned to the federal government.
The find raises questions
of just how much money the
city may have lost due to fiscal
oversight over the years. it’s a
challenge the new manager
and city council are grappling
with.
That point aside, a park
and recreation committee now
appears poised to get a bang
out of all those bucks. anticipated
projects will help trans-
form a neglected after-thought
of a city into a community celebrated
for wellness, creativity
and much dreamed about
parks.
Both elation and fiscal
concern gripped the meeting
as matas described what $1.5
million spent in one year could
mean for the city.
matas said new parks will
emerge and some existing
parks will be expanded with
new recreation equipment.
also discussed is the addition
of six soccer fields, more summer
and after school programs
for youth and outdoor programs
for seniors.

”guy Todesco park will
have a new teen center and
a police sub-station is being
planned. The city is targeting
guy Tedesco park to address
a gang battleground that at
times has included gunfire between
rival gangs.
new City manager rick
daniels has taken a zero tolerance
policy with the park.
“i’m not giving this park to
the gangs,” said daniels at a
recent council meeting.
There is also good news
for Cabot’s museum also, possibly
to the tune of $150,000
in funding taken from the $1.5
million.
“it’s a fantastic dream,”
said michael o’Keefe, president
of the Cabot’s museum
Board of directors. increased
security, proper bathrooms, a
much-needed watering system
and more badly needed projects
might now move ahead.
matas said the Coachella
valley recreation and parks
district may be brought in
for contract service to bring
recreation programs. The park
committee will also recommend
the immediate hiring of
an expert consultant to draft
a specific plan to best utilize
funds.
many of those at the meeting
were stunned by the matas
revelation. Rushing headfirst
with a bright determination,
the delight that shone from
matas was a powerful beacon
of leadership that many have
been awaiting for.
his acknowledgement of
the circumstances of the forgotten
fortune were genuine
and without compromise. This
proves a powerful acknowledgement
of the integrity of
quiet purpose that takes responsibility
of action without
blaming. matas clearly prefers
looking ahead with both eyes
wide open instead of one eye
constantly on the rear view
mirror.
